Lots of local youth clubs have groups. Check your local paper for details. It is good exercise and good for socialising with other teenagers, so I would say join a group as opposed to private lessons. No you don't need a partner. Most classes welcome beginners.

E-mail someone from the county council. They'll be able to give you a list of dance classes for your age group, and make recommendations based on whether or not you want a small or large class, and when you're free. It'll also have all the contact numbers you need. Pick a few that sound a best and go a long to a trial class to see which you find most comfortable!
